Why Hawaii Needs Statewide Context

Hawaii is not a normal county-sheriff jail state. DCR operates the jail-equivalent community correctional centers, and custody can move from police holding to DCR jail custody, DCR prison custody, parole, mainland placement, federal custody, ICE custody, or court-ordered release. The statewide pages keep those systems separate.
